This invitation is to re-bid the Avis Consolidated Rental Car Facility per bidding requirements. Sealed bids will be received at the Airport Administration Building, 1740 Airport Blvd., Suite 12, Wilmington, North Carolina 28405 until 2:00 PM local time, Wednesday, October 4, 2017, at which time they shall be opened in the ILM 2nd Floor Executive Conference Room, 1740 Airport Blvd., Suite 12, Wilmington, North Carolina 28405, for:
Avis Consolidated Rental Car Facilities
This project includes: the developing of a remote consolidated rental car facility on airport property located at the intersection of Hall Drive and Blue Clay Road, Wilmington, NC. The site will house one (1) lease area for the Avis/Budget rental car agency operating at the Airport. This site will be developed and leased to Avis/Budget Rent Car Company. The size of the lease area is approximately 4,200 square feet. Included in the lease areas will be proposed parking spaces with future expansion capabilities, administration and office space, maintenance bay, service canopy, and wash bay.
Major project component for this project include:
- 174 parking spaces with future expansion capacity for up to 300 vehicles; 1,200 square foot administration/office space; lighted maintenance bay with two overhead doors; and one automated wash facility.
Bid security in the amount of five percent (5%) of the base bid will be required to accompany bids. Contract Bonding shall also be required. The Owner reserves the right to reject any or all bids and to waive irregularities in bidding. Participation in the Disadvantage and/or Women Business Enterprises Program (DBE and/or WBE) is required. The goal for this contract is nine percent (9%) to be performed by certified DBE and/or WBE firms.
This project will be bid as a single contract. Bid prices shall be held for up to 90 days. All bids must be submitted in accordance with Project Manual which may be examined in the Airport Administration Building, or obtained from:

Complete sets of drawings and specifications may be purchased from McGee Cadd Reprographics, for $135.00 per set, plus the cost of mailing or overnight shipping, after 12:00 p.m., August 7, 2017. Plans are also available at www.carolinasplanroom.com at no access charge. Partial sets of drawings and specifications will not be issued. The purchase price for the contract documents is not refundable.
Consistent with New Hanover County policy and practice, no prospective bidder shall be considered for contract award who has, within ten (10) years prior to its bid, failed to fully perform a contract with New Hanover County or New Hanover County Airport Authority through contract breach in initial construction and/or failure to fully perform required subsequent remedial repair. The ten (10) year disqualification period shall be calculated as commencing with the most recent breach or failure to perform.
